[Users] Message recall function

This could also make a very nice security feature. e.g.:

1. Phishing (or virus or spam or even just offensive) email sneaks past
filters to many users
2. A user reports it to the mail admin
3. Mail admin investigates, then retroactively deletes it from all users
email boxes
4. Give the reporting user a reward

Step 3 would be even better if there was an option to move the messages to
the mail admin's Junk folder, thus improving the filters.

Cisco and the other security companies are pushing the idea of "security
across the attack continuum" (before, during, and after an attack). This
would make a very useful after the attack tool.

It would also be nice if the messages in the admin's junk folder were
scored higher for learning.
