[Users] Is it safe to remove the `default` COS?

Hello Barry, 

yes you can delete it safely. But from my point of view I'd prefer to preserve it and not changing 
anything in it. By this way I can use it to do some tests when something goes wrong with some account. 

Maybe you can add in the description of it "Do Not Use In Production" ?
