[Users] Charter Proposal Change recommendation - Max 7 people to just state 7 people

I am going to say -1 on this, nay sayer I am.

Suggest we define a range: 5-7 directors, allowing for one or two people to
drop, while still being able to steer te project. And elect 1-2 new directors
in the process.

"7" is seven.
We need to get 7 people on the board of directors.
Six (or less) people = no board of directors until we get seven people.

"Max 7" is any number up to seven.
That means you can have a board of directors with one director only.
