[Users] Proposed Website Changes - Charter and FAQ

Hello everyone! 

Now that the Charter has been tweaked and voted for, I was thinking about adding both that and the FAQs as static content on the website leaving the current Google Docs links just for edit proposals (which I'd rather promote via the Mailing Lists by the way) and including the Founders information at the bottom as mentioned when the voting started... 
I feel that a fully fledged charter page gives the website a more "complete" feeling now that the doc itself is done. 

Yay or nay?
