[Users] Switch back to Classic UI from ModernUI?

Hello Barry, 

Thank you. I didn't expect a Zimlet to handle this and as ZCS 10 zimlets were not enabled in existing COS during ZCS 10 upgrade. 
We had to create a new COS with our own customizations to work around this.
