I believe this is what's happening: 
[ https://www.spamhaus.org/returnc/pub/ | https://www.spamhaus.org/returnc/pub/ ] 
"Queries cannot successfully be made to the Spamhaus free infrastructure via public/open resolvers." 

The Spamhaus queries are probably coming from public DNS like Google 8.8.8.8, which they recently stopped accepting without a data feed account.
