[Users] Keyboard shortcuts working intermittently

Hi. 
Since some versions (certainly from 8.8.x) keyboard shortcuts sometimes are not working. I still have to figure out exactly when, but even with correct focus at times I need to press c twice to bring up the compose dialog. 
The same happens for other keywords. I haven't found an open bug, anyone having the same issue?
