[Users] spec file and config_template.xml

For Zimbra, we use an ubuntu box that has both createrepo (For RPMs) and 
reprepro (for debs) installed on it.  Thus a single system can be used as 
the repository for both RPMs and DEBs.

As I noted before, to be trusted, there will need to be a zeta alliance GPG 
key, and infrastructure set up to sign the rpms/debs when they are imported.
